Hisayuki Kazumasa

Born in 1937. Graduated from the National Defense Academy of Japan and joined the Japan Ground Self Defense Force. Graduated from the Graduate School of Engineering at Kyoto University with a PhD in engineering. Worked in agencies and units within the Ministry of Defense.
